Legislators say a hearing about a massive bill to overhaul South Carolina's education system is only the first step.Wednesday's subcommittee meeting was the first chance lawmakers and the public had to discuss the bill introduced by House Speaker Jay Lucas last week.Lucas said he wants more meetings, including one after school hours, so teachers and students can share their thoughts.Lawmakers got an overview of the bill, which includes a student bill of rights. They heard from small school districts concerned about the proposal requiring consolidation of small and poorly performing school districts. Some legislators questioned an option allowing districts to hire noncertified teachers if their schools received good or excellent performance scores.Lucas says his bill is not perfect, but a good starting point for debate.
