DALLAS (1080 KRLD) - African American pastors and community leaders are calling for a federal consent decree to force changes in the Fort Worth Police department.

Pastor Kyev Tatum says changes in the department are long overdue.

"When the police chief sheds tears and says the department is hurting, we question your genuineness. Are you concerned because the community is hurting? Or are you concerned because you got caught," Tatum says.

He calls the relationship between police and the community broken.

Former officer, Aaron Dean, was arrested Monday night and charged with murder in connection with Jefferson's death.
