DALLAS (1080 KRLD) - Federal investigators have issued a $26,000 fine against the owner of a crane that collapsed into an old east Dallas apartment complex in June, killing one person.

But the Occupational Safety and Health Administration (OSHA) never explains what caused the crash.

The crane is owned by Bigge Crane and Rigging Company.

The company blames the collapse on high winds during a storm. A local newspaper reports the company will appeal the fine.

29-year-old Kiersten Smith was killed when the crane collapsed and several other people at the Elan City Lights apartments were injured and hundreds were left homeless.

Smith's family, along with several former residents are suing the apartment complex and the crane company following the accident.
