Teenage boy suspected in death of man found in Cobbs Creek and foster mother in Germantown

Police also say he's an acquaintance of 20-year-old Jimmy Mao and 16-year-old Jacob Merritt-Richburg, who have been missing for weeks.

Coulter says they got a tip and found a body in a black duffel bag Wednesday night by Cobbs Creek Parkway, close to where Mao was last seen in late December. The body hasn’t been positively identified, but Coulter says they believe the 17-year-old is behind what happened to the victim and his foster mother.

"This is just absolutely baffling. I don’t know circumstances of people’s lives, but to have that much anger and that much hate to kill people — at least at this point I can’t identify any motive that would lead you to believe it was something that you would want to kill somebody over. I don’t have an explanation for it. It’s just a tragedy."

Coulter says detectives executed search warrants late Wednesday night. She expects charges to be presented to the District Attorney’s Office at some point on Thursday.
