Alex Smith still needs to show "football movement" before he can pass the football portion of his physical, Ron Rivera says.

Ron Rivera, on placing Alex Smith and Reuben Foster on PUP: "We wanted to get a chance to look at him, watch him on the side. ... We've got to see the actual football movement before we'll clear them."

The Washington Football team placed Smith on the active/Physically Unable to Perform (PUP) list on Monday just days after he was cleared to return to full football activity by his personal surgical team.

Importantly, Rivera says the competition at quarterback between Dwayne Haskins and Kyle Allen is "going to be pure competition," noting that if Smith can pass the football portion of his physical, then he too becomes a part of the equation in that competition.

If Smith passes his football physical, he "becomes part of the equation," Rivera said.

Ron Rivera on the QB competition: "It's going to be pure competition. I like the fact that we have a good group of guys that will push each other. The biggest thing is how each guy develops over time. ... We're going to create as many game-like situations in practice. ..."

Reuben Foster was also notably added to the active/PUP list and needs to show football movement before he's cleared. Receiver Kelvin Harmon was officially added to the active/Non-Football Injury list after suffering a torn ACL while training this offseason.
